2024 Building Code Adoption
Building codes provide a consistent framework that helps cities grow safely and responsibly. By enforcing these standards, communities can reduce risks, protect property, and create environments that are both functional and resilient for the people who live and work in them.
The building codes play a role in long-term community well-being by including requirements for accessibility, energy efficiency, and environmental impact helping to ensure that buildings meet established standards before and during construction.
The City of Mission is considering adopting the 2024 Edition of the International Code Council (ICC) building codes. This web page provides a brief background on the code development process and highlights some of the proposed amendments to the codes.
Staff presented the proposed codes to the City Council at a work session on April 29th A slide-deck from that presentation is available here, and the video from the meeting can be viewed here.
The City is now soliciting feedback from interested parties concerning the propopsed 2024 ICC Building codes. Comments can be emailed here.
The City will also be hosting a virtual workshop on June 17th at 9:00 am to further review the codes and take any stakeholder feedback. Please bookmark the virtual meeting link for future reference.

Background
The International Code Coucil (ICC) is a non-profit organization made up of both public and private entities that continually work to develop and update building codes and standards that support life/safety for the built environment. Public entity members include state and local governments, and other public agencies, that have authority over building construction. Private entity members include architects, engineers, construction contractors, and building material manufacturers that work in the construction industry.
The ICC continuously reviews and implements code revisions on a three-year cycle. Local governments will often adopt these codes with amendments that reflect regional building practices or adopted policies. The long-standing practice in the Kansas City metro area has been that cities will adopt every six years, or every other code cycle. The current set of codes that most cities are using, including Mission, is the 2018 Edition of the ICC building codes. Cities in the area have been reviewing the 2024 Edition of the ICC building codes and discussing possible amendments to be considered.
The historical objective of the adoption process in the metro was to allow for uniformity across the jurisdictions, so design professionals and builders were not interpreting multiple code provisions. Mission’s Governing Body has indicated a desire over the last several years to deviate from this uniform approach, particularly as it relates to the International Energy Efficiency (IECC) Code, to reflect the specific values, goals and objectives of our community.
Proposed Adoption of the 2024 ICC Building Codes
The following is a list of the building codes that Mission is proposing to adopt. We encourage you to review the ordinance adopting the specific code that you are interested in for more detail on proposed amendments for that code.

Significant Amendments
Some of these 2024 codes have significant amendments that have been proposed by staff and are highlighted below.
2024 International Building Code (IBC) – Article II of Chapter 500
The IBC is the overarching code for all the other codes. It establishes the City’s jurisdiction, the Building Official’s authority, and the general parameters of what work requires a permit and rules to follow. The code provisions in the IBC are for commercial and residential uses.
New Section 1010.6 Physical Security – Provides for enhanced home security including reinforced blocking around doors and windows, heavier doors with reinforcement around locking mechanisms, lighting at entryways, etc.
2024 International Residential Code (IRC) – Article III of Chapter 500
The IRC pertains to construction of new single-family, bi-family attached (duplexes), and townhomes of three units or less.
Kansas Senate Bill 418 (By-Right Housing Development Act) was recently signed into law. The intent of the bill is to simplify and expedite the approval process for new housing development in order to address the state’s housing shortage. One of the provisions of the new law is that new construction of single-family homes 2,500 square feet or less is allowed to follow the 2018 IRC. Staff is proposing to amend the 2024 IRC to allow home builders to construct a single-family home of this size to the unamended 2018 IRC code.
New Section R333.1 Physical Security – Provides for enhanced security features to new home construction similar to what is provided for in the IBC.
Amend Table N1106.5 (R406.5) – HERS Rating – The code requires a HERS score of 53 for our particular climate zone (Zone 4). Mission is proposing a HERS score of 60
Appendix BA – Manufactured Housing – Modern home construction is moving toward pre-assembled components of homes that are built off-site in a facility and brought to the site for assembly into a new home. Appendix BA of the IRC provides construction standards for this type of housing.
Appendix NB – Solar Ready – Appendix NB provides that new home construction be “solar ready” including a reinforced roof structure, conduit access, additional space in the electrical panel for circuits, and other components that allow the home to be ready for solar installation at a future date.
Appendix NE – EV Charging Station – Appendix NE provides that new home construction has at least one parking space “EV ready” including conduit and wiring, additional space in the electrical panel for circuits, and other components that allow the home to be ready for the future installation of an EV charging station.
2024 International Plumbing Code (IPC) – Article V of Chapter 500
The Plumbing Code pertains to all things plumbing – water, sewer, and everything in between. There is one amendment of note.
Section 701.2 Connection to Sewer Required – This section of the code requires that all plumbing fixtures – sinks, showers, toilets, washing machines, etc. – be attached to the sanitary sewer. However, there is an exception that allows for certain fixtures such as sinks, showers, and washing machines to be directed to a holding tank for use as “grey water.”
Additional Amendments
2024 International Energy Conservation Code (IECC) – Article XI of the Chapter 500
The Energy Conservation Code pertains to standards for greater energy efficiency for commercial and residential structures in the city.
Amend Table R406.5 – Energy Rating Index. This is in keeping with the same amendment that was made in the IRC where staff is proposing a HERS score of 60 to be acceptable for compliance with the code.
Appendix CB – Commercial Solar Ready Zone – Appendix CB provides that new commercial construction be “solar ready” including a reinforced roof structure, conduit access, additional space in the electrical panel for circuits, and other components that allow the structure to be ready for solar installation at a future date.
Appendix CG – Electrical Vehicle Charging Infrastructure – This appendix provides requirements for the installation of electrical vehicle charging stations on commercial properties.
Table CG101.2.1 provides the percentage of parking spaces that should be allocated to an electrical vehicle supply equipment (EVSE) space (a space with an actual charging unit), EV ready space (a space that has wiring and junction box for a charging unit, but does not have the unit), and EV capable space (a space with conduit and wiring, but no other equipment to support an EV). Staff is proposing lower percentage thresholds than what the actual code is requiring in the table.
Appendix RE – Electrical Vehicle Charging Infrastructure – This appendix provides requirements for the installation of electrical vehicle ready spaces in new single-family, two-family, and townhomes.
Appendix RK – Electrical Ready Residential Building Provisions – This appendix will require that new residential construction provide a dedicated electrical circuit for cooking appliances, clothes dryers, and water heaters.

The City Council is expected to adopt the 2024 Codes at their July 15, 2026 depending on feedback and revisions needed, with enactment on October 1st.
