What to Know – City Infrastructure Projects and Utility Coordination

The City of Mission has shifted from simple chipseal or mill and overlay work (removing and replacing just the top layer of asphalt) to full depth street reconstruction. This means we’re not only replacing the surface but also reconstructing the base underneath to extend the life of our streets.

In many cases, we’re also upgrading stormwater infrastructure at the same time. Before we invest millions into these comprehensive improvements, we coordinate with utility companies—such as water, sewer, power, gas and internet providers—to allow time for any necessary repairs or relocations of their underground lines.

Why does this matter? A full-deep reconstructed street is a much larger investment than chipseal or a mill and overlay. By ensuring all utility work is completed beforehand, we reduce the risk of new streets being torn up soon after they’re finished due to utility breaks or repairs. In addition, through full depth reconstruction, we are extending the life of the street, reducing maintenance costs in the future.

Coordinating with multiple utility providers takes time, especially as they work around their own schedules and other projects across the KC metro area. But this planning helps protect the city’s investment and ensures a longer-lasting, better-quality roadway for everyone.
