Revenue Neutral Rate Public Hearing: September 7, 2022

The Mission City Council will meet on Wednesday, September 7, 2022 at 6:00 p.m. at the Powell Community Center, 6200 Martway, for the purpose of hearing and answering objections of taxpayers relating to the proposed use of all funds, the amount of ad valorem tax, and the Revenue Neutral Rate for the following budgets:

• City of Mission
• Rock Creek Drainage District #1
• Rock Creek Drainage District #2.

The City has long been required by State Statute to hold a public hearing relating to the following year’s budget and property tax rate. The requirement to hold a Revenue Neutral Rate public hearing was passed into law in 2021.

The revenue neutral rate is the tax rate that would generate the same total property tax in dollars for the City as the previous tax year using the current tax year’s total assessed valuation. Since the proposed budgets require mill levies that exceed the revenue rate, a public hearing is required. The revenue neutral rates required to fund the 2023 budgets and the proposed mill rates are included below:

The 2023 Budgets continue to focus on community priorities: infrastructure investment, maintaining high quality services; focusing on community safety; remaining mindful of the tax burden; investing in the public realm; and focusing on environmental sustainability.
